It is agreed that by using the name Masturbate-a-thon that Official Masturbate-A-Thons shall be organized and managed by this set of rules and regulations:
Only persons at or above the age of consent as a minimum may attend or assist the organization or set-up of any Masturbate-a-Thon.

I. Area requirements
1.            Building and areas used must be legal for fire codes and occupancy.
2.            Safer sex rules shall be visible from any part of the room.
3.            Safer sex materials shall consist of:
       a.            Lubricant designed for sexual contact.
       b.            Both Latex and Nitrile gloves.
       c.            Antibacterial Wipes.
       d.            Paper towels.
       e.            Condoms
4.            Masturbation areas shall have padded surfaces and sanitary covers available.
5.            There shall be clean toilets, sinks and hot/cold running water available for participants.
6.            All soiled materials collected shall be removed by qualified cleaning personnel.
7.           All soiled materials shall be removed for sanitation.

II. To Qualify as a Masturbate-A Thon
1.            All participants must have a completed pledge sheet with a designated charity or charity.
2.            Amateur Participants may pledge themselves.
3.            In the competition area all participants must be masturbating.
4.           Participants are to provide an approved pledge sheet as entry to a competition.
5.           As this is a benefit no amateur participant shall be paid to compete. In the event that such remuneration happens to any amateur the name "Masturbate-A-Thon" shall be denied use and any name shall be struck from records.
6.           In the professional catagory payment of competitors by their company and endorsers is allowed.
7.           All monies (100 percent of gross) raised at the event shall be sent to sex positive charities and organizations.

III. Competition rules: for competitors only.
1.            No touching other participants.
2.            At least 55 minutes of every hour shall be spent self-pleasuring by manual or sex toy stimulation. Participant shall have 5 minutes off of each hour to replenish and renew. Off minutes may not be accumulated however they may be joined at the beginning and end of two hours. Off Minutes do not count toward total.
3.            Participants will continuously stimulate any part of their body as long as they are demonstrating true arousal to such stimulation.
4.           NO FAKING ORGASM. Do not waste our time. If you have an orgasm we are happy for you but this is not our goal. The first detected faked orgasm shall be reason for a 15 minute penalty against accumulated time. The second detected fake orgasm shall be a thirty minute fine against accumulated time and the third will disqualify the offender from further competition at that event.
        a. there shall be an exception for professional category performed orgasms with a category named Best Orgasm.
5.           There are three major categories of competitors.
                     a. Amateur – anyone who has never been paid for sex. Only amateur category participants may be granted an award for most orgasms.
                     b. Professional -  anyone having been an acknowledged sex-worker and/or any paid performer in the adult industry. Only professional category participants may be granted an award for best acted orgasm.
                     c. Team,  both tag and otherwise.

       a. Longest Time
       b. Most Money Raised
       c. Fasted Orgasm
       d. Longest Squirt
       e. Best Acted Orgasm – (pro category only)
       f. Most Orgasms – (amateur category only)
      
IV. Teams, Tag and otherwise.
Teams shall consist of a minimum of 3 persons.
Tag Teams shall consist of a maximum of 5 persons and a minimum of 4 persons. Tag teams are allowable only if there is another tag team to compete. The touching rule (III.1.) shall be suspended for one (each) touch to a team participant calling for such tag. Tag will be brief but obvious in nature. The caller’s hand shall be used for the purposes of a such tag. 

V. Titles and Records
World Title event shall be held in San Francisco California on the Last weekend of May each year. Any and all other events are regional/local only and subject to approval by the Center for Sex and Culture (CSC).
National Title Shall be held in the city of the winning person dependant on legality and possibility of such an event. In the event of venue unavailability such event shall be held in San Francisco, California concurrent with the World Title event.
Regional Title – The United States is divided into four sections Northwest, Southwest, Northeast, and the Southeast.
              National/Regional managers, representatives, promoters and event holders are appointed by CSC only. They agree to follow all rules ands                  agree to surrender their position and or be removed from their position at request of the CSC without cause.
Local Title – As arranged with MAT Central
Award Certification and Records Management. Records shall be maintained by The Center for Sex and Culture (CSC). No other authority shall be acknowledged without permission and verification of and by CSC.
Privacy. All records, original paperwork and documents are held under academic lock in the library of CSC.
